District Office News 

Honoring Legacy of Leadership and Service 

One of the privileges of serving as Chancellor is having the opportunity to work alongside talented and dedicated leaders who care deeply about our students and our mission. This month, I want to recognize Devin Crosby as he transitions from his role as Chief Technology Officer to a full-time faculty position. 

Devin assumed the role of Chief Technology Officer in 2017. During his nine years of leadership, Devin helped build a small but strong IT team, modernize our technology systems, strengthen cybersecurity, support major District initiatives, and provide steady guidance whenever the organization needed his expertise. Between 2024-2025, he stepped into the role of Interim Associate Vice Chancellor of Human Resources. He not only helped to stabilize the HR Division, but he also played a key role in helping to close two contract negotiations with FAYCCD and CSEA. Devin took over the delayed Classification and Compensation Study and served as a co-Lead, helping to make much-needed progress with the Study. 

Beyond his formal responsibilities, Devin has been a trusted thought partner, resourceful problem-solver, and valued colleague whose contributions have made a lasting impact on YCCD. On behalf of the Governing Board and the entire District community, I extend my sincere appreciation for his years of service and leadership and wish him continued success in this exciting new chapter as a faculty member.

Celebrating Our Progress, Building Our Future 

As we begin the 2026-2027 academic year, I am proud to reflect on what we accomplished together. Our District served 15,762 students (unduplicated headcounts), generated 7,733 FTES, and celebrated 1,728 graduates. Both colleges also refreshed their Educational Master Plans and were recognized among the Aspen Institute’s top 200 community colleges. 

These achievements reflect the dedication of our faculty, classified professionals, administrators, trustees, and community partners. Thank you for the important role you play in advancing student success. I extend my warmest wishes for a rewarding year filled with growth, meaningful connections, and continued progress across our colleges and communities.

Highlighting Continued Enrollment Growth

Fall 2026 is off to a great start at YCCD as our early data indicates strong continued enrollment growth: 

  • Our combined college enrollments have increased 8% over last year’s first day of classes, from 24,242 to 26,216. 
  • Our Full-Time Equivalent Student (FTES) has also increased by an amazing 20%, from 2,830 to 3,397. 

This Increased Student Access can be attributed to both YCC’s and WCC’s collective efforts to nurture strong relationships with our high school partners, facilitating dual-enrollment opportunities for high school students.  Through high-quality educational pathways for Student Access and Student Success, the YCCD District continues to support its Mission and Vision “to empower students and strengthen our communities by providing equitable, student-centered learning opportunities.”

District Services Convocation: Recognizing Service & Connection 

On July 30, District Services staff came together for a day of connection, learning, and teamwork at Convocation. The morning included department updates from the Chancellor’s Cabinet, followed by the presentation of Years of Service Awards recognizing employees for 5, 10, 15, 20, 25, and even 30 years of dedicated service to the District. 

Staff then participated in breakout sessions featuring presentations on investments, financial planning, and strategies for managing money. The day provided a great opportunity for staff to learn, connect, and celebrate the dedication of our colleagues. 

A special thank-you to Board President Corneilius for joining us at the Convocation and showing continued support for District Services staff.

Reminder – Board Docs Transition to Diligent 

The District is pleased to announce that we are transitioning to the Diligent Community as our new platform for governance and committee meeting management. As part of this transition, we will be retiring our current agenda management platform, BoardDocs. 

All current and historical Board agendas have been migrated to the Diligent Community. Beginning August 1, all Board meetings will be managed through the new platform, and both current and past Board agendas will be available through Diligent Community. Board Policies and Administrative Procedures will remain available in BoardDocs until the final phase of the policy migration is complete. We will provide additional information as that phase of the transition is finalized. 

Our college sites are also working with their respective committees to ensure committee members are provided with the appropriate access in Diligent Community. If you serve on a committee, you can expect to receive access as your site’s implementation is completed.

2026-2027 District Handbook Now Available Online  

The 2026-2027 District Handbook is now available online. Updated annually with various information, it serves as a one-stop shop for valuable information about the District. You can view it here.

Chancellor Pan’s Monthly Virtual “Open Door” Sessions 

To better accommodate busy schedules and connect with more members of our campus community, Chancellor Pan will continue to offer monthly virtual Chancellor’s Open Door sessions for the 2026-2027 academic year.  

These informal gatherings provide faculty, staff, and students across the Yuba Community College District an opportunity to engage directly with the Chancellor in a relaxed, conversational setting. 

Have a question, idea, or just want to say hello? Stop by virtually and join the conversation. 

The sessions will be held via Zoom meeting link and the schedule is as follows:  

  • Wednesday, September 23: 9:00 a.m. – 10:00 a.m. 
  • Monday, October 26: 3:00 p.m. – 4:00 p.m. 
  • Monday, November 16: 2:00 p.m. – 3:00 p.m.  
  • Friday, December 11: 1:00 p.m. – 2:00 p.m.  
  • Thursday, January 21: 2:00 p.m. – 3:00 p.m.  
  • Wednesday, February 17: 9:00 a.m. – 10:00 a.m.

The Board of Trustees next regular meeting is on Thursday, September 10, 2026 at Woodland Community College. The agenda will be released 72-hours prior to the meeting in the Diligent Community Portal.

Recently Reviewed Board Polices & Administrative Procedures 

The below Board Policies (BP) and Administrative Procedures (AP) went through the appropriate review process and finalized in Board Docs. The AP’s reviewed will go to the Board in the summer as an informational item, per standard practice. 

  • AP-6700– Civic Center and Other Facilities Use- Substantive changes due to five-year review. The revisions to AP 6700 update Civic Center and facility use requirements, clarify rental fees and cost recovery practices, strengthen liability and insurance provisions, and align the procedure with current legal and operational standards throughout the District
