Build The Stands Campaign
The WCC Fund Committee is launching Building the Stands in support of Woodland Community College soccer. Our Eagles have a field to call home, and now the goal is to create a welcoming space where students, families, friends, and fans can gather, connect, and cheer them on.
The Build the Stands campaign will help fund new bleachers and create a welcoming home for WCC Soccer and the entire college community. District Office News
Meet Our Staff: Ana Villagrana
Ana Villagrana, Senior Human Resources Analyst, has been part of the Yuba Community College District since 2005. Over the years, she has worked at Yuba College, Woodland Community College, and now the District Office, giving her a unique perspective on the District and the people who make it special.
In Human Resources, Ana supports full-time faculty, the Board of Trustees, Classified Confidential employees, and management with contracts, leaves, payroll, retirement, and other employment matters. What she enjoys most is helping people through important moments in their careers — from welcoming new employees to supporting promotions, leaves, and eventually retirement.
“I believe that when employees feel supported, they are better equipped to create meaningful opportunities for our students and communities,” Ana said.
Outside of work, Ana enjoys spending time with her three children and four grandchildren, with another grandchild on the way. She loves nature, photography, event planning, supporting local artists and businesses, and learning new skills. She also co-hosts a bilingual podcast and occasionally makes an appearance on the radio. Her latest adventure? 3-D Jello Art! 
A fan of The Alchemist by Paulo Coelho, Ana believes in enjoying the journey rather than focusing only on the destination. Her favorite way to unwind is a quiet evening with family, a good meal, good music, and great conversation.
When asked what advice has stayed with her throughout her career, Ana shared: “Lead with kindness, but don’t be afraid to have difficult conversations. People may not always remember what you said, but they’ll always remember how you made them feel.” 
With her passion for people, problem-solving, and finding innovative ways to support employees, Ana looks forward to continuing to make a positive impact across the District.

Chancellor Pan’s Monthly Virtual “Open Door” Sessions
To better accommodate busy schedules and connect with more members of our campus community, Chancellor Pan will continue to offer monthly virtual Chancellor’s Open Door sessions for the 2026-2027 academic year.
These informal gatherings provide faculty, staff, and students across the Yuba Community College District an opportunity to engage directly with the Chancellor in a relaxed, conversational setting.

The sessions will be held via Zoom meeting link and the schedule is as follows:

YCCD Board Adopts 2026-27 Final Budget
At its September 10, 2026 meeting, the Yuba Community College District (YCCD) Board of Trustees conducted a public hearing and approved the District’s 2026-27 Final Budget and Education Protection Act (EPA) Spending Plan. The budget reflects the District’s commitment to fiscal stewardship, student success, and long-term sustainability while aligning local priorities with the State’s continued investment in California community colleges.
State Budget Provides Strong Support for Community Colleges
The 2026-27 California State Budget provides a favorable funding environment for community colleges, supported by stronger-than-anticipated state revenues and increased Proposition 98 funding. The budget includes ongoing investments that support enrollment growth, cost-of-living adjustments, student success initiatives, and greater funding stability through enhancements to the Student-Centered Funding Formula (SCFF).
Key statewide investments include:
- A 2.87% cost-of-living adjustment (COLA) for the Student-Centered Funding Formula.
- A 1.44% discretionary COLA to offset costs associated with paid pregnancy disability leave mandates.
- Funding for enrollment growth totaling 2.5% across 2025-26 and 2026-27.
- Modifications to the SCFF that allow districts to be funded based on the higher of actual enrollment or a three-year enrollment average.
- A 2.87% COLA for categorical programs with Student Equity and Achievement getting the first ever COLA of 5.74%
- One-time investments for deferred maintenance, facilities improvements, student support programs, and technology modernization.
What the State Budget Means for YCCD
The State Budget presents several opportunities for YCCD as the District continues to strengthen enrollment, student outcomes, and financial stability.
Enrollment Growth Funding
YCCD generated 226.67 unfunded FTES during 2025-26, equating to approximately $1.23 million in unfunded enrollment growth. As a result, the District anticipates receiving approximately $880,522 in enrollment growth funding for 2026-27 and has been granted 1.99% growth authority, which exceeds the statewide average due to prior-year enrollment performance.
Fiscal Responsibility and Long-Term Planning
As Measure Q bond funds are nearing full expenditure and no additional local bond funding is currently available to address facilities needs, YCCD is proactively setting aside resources to support the District’s long-term infrastructure requirements. The District’s Critical Infrastructure Funding Plan identifies more than $37.3 million in urgent infrastructure needs, with approximately $14.6 million in high-priority operational infrastructure projects targeted for funding to maintain safe, reliable, and functional facilities.
Funding for these investments is being supported through a combination of District reserves, Employee Retention Tax Credit (ERTC) revenues, and strategic borrowing from the District’s pension and retiree health benefits trust funds, allowing the District to address critical infrastructure needs while preserving financial flexibility.
In addition, the District is establishing and growing dedicated reserve balances to address future aging infrastructure needs, including major system replacements, deferred maintenance, facility renewal, and technology lifecycle investments. A link to the Critical Infrastructure Funding Plan is provided for additional information regarding identified needs, funding strategies, and project priorities.
Increased Revenue Stability
Changes to the Student-Centered Funding Formula provide additional financial stability by allowing districts to be funded based on the higher of actual enrollment or a three-year enrollment average. This enhancement helps protect colleges from short-term enrollment fluctuations while supporting continued investments in instruction and student services.
Key Message: The 2026-27 budget positions YCCD to benefit from increased state investments, capitalize on enrollment growth opportunities, and continue advancing student success while maintaining a strong focus on fiscal responsibility and future sustainability.
