Welcome to the YCCD Cal-SOAP Web Site

Who We Are:
The California Student Opportunity and Access Program (Cal-SOAP) was created by the California state legislature in 1978, under the administration of the California Student Aid Commission.

The primary purpose of Cal-SOAP is to increase the number of students who continue with post-secondary education who are from low income families or who are potentially the first generation in their family to attend a college or university.

Today there are (17) Seventeen Cal-SOAP Consortia in the state. The North Valley Consortium encompasses six counties in northern California and serves up to 2,000 students. Together, the members of this consortium have pledged to cooperate in improving the college-going rates among graduates of partner high schools, as well as to share resources, which will better prepare high school students to seek and gain admission to a college or University of their choice following high school graduation.

The North Valley Cal-SOAP Consortium has five Cal-SOAP sites throughout our service area to better serve the needs of the rural communities in the area.

Students who receive Cal-SOAP services must meet certain eligibility criteria by state lay. These criteria are available through the Consortium. The North Valley Cal-SOAP encourages any eligible student attending schools in the Yuba, Sutter, Colusa, Butte, Glenn or Tehama Counties to apply. Ask your school counselor for an application.

This association was formed to better insure that students attending smaller and somewhat isolated rural schools could afford the same educational opportunities as those students from other backgrounds.
